                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF ST. ELMO AVENUE MORE PARTICULARLY
                   DESCRIBED HEREIN ON SATURDAY, SEPTEMBER 8,
                   1990 FROM 9:30 A.M. TO 4:30 P.M. WITH
                   SATURDAY, SEPTEMBER 15, 1990 AS THE RAINOUT
                   DATE FOR "SEPTEMBER IN ST. ELMO" SPONSORED
                   BY THE ST. ELMO NEIGHBORHOOD ASSOCIATION
                   UNDER CERTAIN CONDITIONS.
                  
                                                    
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of St. Elmo Avenue between Old Mountain Road 
and
       Tennessee Avenue on Saturday, September 8, 1990 from 9:30 A.M. to 

       4:30 P.M. with Saturday, September 15, 1990 as the rainout date
       for the presentation of "September in St. Elmo" under the
       sponsorship of the St. Elmo Neighborhood Association provided 
that
       the sponsor shall set out traffic cones, flasher barricades, and
       warning signs in accordance with the traffic control plan 
attached
       hereto and shall provide, at at times, an access lane for fire 
and
       other emergency vehicles.
